Cohen Speaks About Rape Kit Backlog Across Country

Congressman Steve Cohen spoke at a hearing held to examine why so many rape kits across the country go untested. The Congressman said having such a tremendous rape kit backlog is unacceptable and that victims of sexual assault deserve justice.
