Committees and Leadership Roles in the 119th Congress

In the current 118th Congress, Congressman Cohen serves on the following U.S. House of Representatives leadership roles and committees:

Member, House Committee on Transportation & Infrastructure(link is external) - Congressman Cohen also serves on the House Committee on Transportation & Infrastructure, which has jurisdiction over all modes of transportation – our aviation system, highways and bridges, transit and rail transportation, pipelines, and maritime and waterborne transportation. The Committee also has jurisdiction over wastewater infrastructure, the Nation’s emergency preparedness and response programs, public buildings and federal real estate management, federal economic development agencies, and the U.S. Coast Guard.  Congressman Cohen also serves on the following subcommittees of the House Transportation & Infrastructure Committee:

  • Ranking Member, Subcommittee on Aviation(link is external) – Congressman Cohen is the Ranking Member, or senior most Democrat, on the House Aviation Subcommittee. This subcommittee has jurisdiction over all aspects of civil aviation, including safety, infrastructure, labor, commerce, and international issues. 
  • Member, Subcommittee on Highways and Transit (link is external)– This subcommittee has responsibility for the development of national surface transportation policy, including policies related to the construction and improvement of highway and transit facilities, of safety and research programs, and regulation of commercial motor vehicle operations. Within this scope of responsibilities, the Subcommittee has jurisdiction over many U.S. Department of Transportation (DOT) programs and modal administrations. 
  • Member, Subcommittee on Railroads, Pipelines, and Hazardous Materials(link is external)– This subcommittee has jurisdiction over the economic and safety regulation of railroads, the transportation of hazardous materials, and the issue of pipeline safety. 

Member, House Committee on the Judiciary(link is external) - Congressman Cohen sits on the full House Committee on the Judiciary, which is at the forefront of some of the most significant issues facing our nation, including protecting Constitutional freedoms and civil liberties, oversight of the U.S. Departments of Justice and Homeland Security, legal and regulatory reform, innovation, competition and anti-trust laws, terrorism and crime, and immigration reform. 

Congressman Cohen also serves on the following subcommittees of the House Judiciary Committee: 

Co-Chair, Commission on Security and Cooperation in Europe (OSCE), also known as the Helsinki Commission(link is external) - The Helsinki Commission contributes to the formulation of U.S. policy on the Organization for Security and Co-operation in Europe (OSCE) and takes part in its execution, including through Member and staff participation on U.S. Delegations to OSCE meetings and in certain OSCE bodies. As Co-Chair, Congressman Cohen has regular contact with parliamentarians, government officials, NGOs, and private individuals from other OSCE participating States. The Commission consists of nine members from the United States Senate, nine members from the U.S. House of Representatives, and one member each from the Departments of State, Defense, and Commerce.

  • OSCE Special Representative on Political Prisoners(link is external) – In this role, Congressman Cohen plays a key role in reporting to the OSCE on the political imprisonment of individuals and their eventual release, in developing policy recommendations aimed at enhancing effective political freedom throughout the OSCE region, and more.

During the 117th Congress, Congressman Cohen serves on the following U.S. House of Representatives leadership roles and committees: 

  • Member, House Committee on the Judiciary(link is external) - Congressman Cohen sits on the full House Committee on the Judiciary, which is charged with overseeing the administration of justice within the federal courts, administrative agencies and federal law enforcement entities. 
    • Chairman, Subcommittee on the Constitution, Civil Rights and Civil Liberties(link is external) - Additionally, Congressman Cohen serves as Chairman of the Judiciary Committee’s influential subcommittee on the Constitution, Civil Rights and Civil Justice, which has jurisdiction over constitutional amendments, constitutional rights, civil rights, ethics in government, medical malpractice and product liability, legal reform generally, and relevant oversight over those issues. 
  • Member, House Committee on Transportation & Infrastructure(link is external) - Congressman Cohen also serves on the House Committee on Transportation & Infrastructure, which has jurisdiction over all modes of transportation and aspects of our national infrastructure, such as clean water and waste water management, the transport of resources by pipeline, flood damage reduction, the management of federally owned real estate and public buildings, the development of economically depressed rural and urban areas, disaster preparedness and response, and hazardous materials transportation. 
  • Member, House Committee on Natural Resources(link is external) - Congressman Cohen was pleased to join the House Natural Resources Committee at the beginning of the 117th Congress. This Committee has jurisdiction over a range of issues including climate policy, energy and mineral resources, water and wildlife, public lands and national parks, and Native American affairs.
  • Co-Chair, Commission on Security and Cooperation in Europe (Helsinki Commission)(link is external) - The Helsinki Commission contributes to the formulation of U.S. policy on the Organization for Security and Co-operation in Europe (OSCE) and takes part in its execution, including through Member and staff participation on U.S. Delegations to OSCE meetings and in certain OSCE bodies. As Co-Chair, Congressman Cohen has regular contact with parliamentarians, government officials, NGOs, and private individuals from other OSCE participating States.   • House Democratic Steering and Policy Committee -  Congressman Cohen was elected by acclamation to the powerful Democratic Steering and Policy Committee. The Steering and Policy Committee sets the Democratic policy agenda and nominates Democratic Members for committee assignments. Congressman Cohen is the first Congressman from the Ninth District of Tennessee to serve on the committee since Harold Ford, Sr. served from 1988-1990 and the first Tennessean to serve on the committee since John Tanner served from 1996-2004.

This Committee has wide-ranging jurisdiction, including federal non-military laboratories, astronautical and environmental research and development, and more.

  • House Committee on Ethics(link is external) - Congressman Cohen was appointed by House Democratic Leader Nancy Pelosi to serve on the House Ethics Committee. The Committee is the only standing committee of the House whose membership is evenly divided between each political party. The Committee includes five Democrats and five Republicans.
