Congressman Cohen Announces $6.8 Million in Safe Streets for All Grants from the Department of Transportation

Supporting Memphis Fire Department Traffic Incident Management Training Facility and MidSouth Regional Action Plan

MEMPHIS – Congressman Steve Cohen (TN-9) today announced that the U.S. Department of Transportation’s Safe Streets for All (SS4A) Program has awarded two grants totaling $6,891,760 to the Memphis Fire Department and the MidSouth Development District.

Congressmen Cohen, Brian Fitzpatrick (PA-1), and Robert Garcia (CA-42) introduced the Safe Streets for All Reauthorization and Improvement Act in September to strengthen the SS4A program whose life-saving projects in more than 1,600 communities across the United States are reducing roadway fatalities and serious accidents.

Congressman Cohen made the following statement:

“I’ve been proud to support the SS4A Program and have recognized the life-saving funding it provides in a region unfortunately too familiar with traffic- and pedestrian-vehicle fatalities. These investments in advanced training and careful planning for the future will save lives. I was pleased to discuss the MidSouth Development District’s plans with Executive Director Anna McQuiston in my office before the holidays to review the district’s ambitious goals.” 

The first grant is for $5,648,960 to the City of Memphis Division of Fire Services to construct and equip an Emergency Vehicle Operations Course and traffic incident management training facility to improve responder driving, on-scene safety, and to reduce secondary crashes. Between 2018 and 2022, the Memphis region experienced 936 fatalities, including some involving responders struck while managing incidents. The facility will be built at 4165 Millington Road. U.S. DOT says the effort aligns with the Federal Highway Administration’s National Traffic Incident Management Responder Training Program and National Fire Protection Association standards, and advances the Mid-South Safety Action Plan.

The second is a $1.2 million grant to the MidSouth Development District to develop a Regional Safety Action Plan for the six-county Mid-South area (Shelby, Tipton, Fayette and Lauderdale in Tennessee, DeSoto in Mississippi and Crittenden in Arkansas) and to conduct supplemental planning activities and demonstration activities.
