Congressman Cohen Applauds Committee Passage of ARTICLE ONE Act

Co-led bill now eligible for floor consideration
WASHINGTON – Congressman Steve Cohen (TN-9), a senior member of the Transportation and Infrastructure Committee, today spoke in favor of the Assuring Robust, Thorough, and Informed Congressional Leadership is Exercised Over National Emergencies (ARTICLE ONE) Act -- and voted to pass it favorably out of committee. The bill is now eligible for consideration by the full House of Representatives.
The ARTICLE ONE Act rebalances the power of Congress and the Executive branch to permit the President to unilaterally declare a national emergency for up to 30 days. Congress could then extend the emergency declaration for a year. Further extensions would require Congress to act yearly. Congressman Cohen chaired a hearing in the Judiciary Subcommittee on the Constitution, Civil Rights, and Civil Liberties on national emergencies in 2019.
“If an ‘emergency’ goes on for years and years, it isn’t an emergency; it’s the new normal,” Congressman Cohen said at today’s markup.
