Congressman Cohen Votes to Impeach President Trump for the Second Time

January 13, 2021

In floor speech, says “I most fear January 20”

WASHINGTON – Congressman Steve Cohen (TN-09), the Chairman of the House Judiciary Subcommittee on the Constitution, Civil Rights, and Civil Liberties, today voted to impeach President Trump for high crimes and misdemeanors for the second time. Congressman Cohen led an early effort to impeach Trump by introducing five Articles of Impeachment on November 15, 2017, and voted to impeach Trump for the first time on December 18, 2019 but the Senate failed to convict him at trial. Before today's vote, Congressman Cohen spoke from the House floor, warning of his concern about possible violence during next week's inauguration ceremony.

The vote to impeach was 232 to 197.

Before the vote, Congressman Cohen made the following statement from the House floor:

"After President Trump was impeached but not convicted last year, Senator Susan Collins said ‘he's learned a pretty big lesson. He was impeached.' Then, last week, he brought his ‘it will be wild' riotous television show that he produced for one person, Individual One. Intelligence reports indicate that the people he said he ‘loves' and ‘are special' are going to attack this city and attack this Capitol next week. He has not asked them not to do it. He has not told them to stand down. I most fear January 20th because I think he will try to go out with a bang and take attention away from Joe Biden."

Congressman Cohen introduced H. Res. 621, five Articles of Impeachment, on November 15, 2017, joined by Representatives Luis Gutierrez of Illinois, Al Green of Texas, Marcia Fudge of Ohio, Adriano Espaillat of New York and John Yarmuth of Kentucky. See the press conference at which they were introduced here and Congressman Cohen's press release on that occasion here.

The Articles of Impeachment that resulted in Donald Trump's first impeachment were introduced by Judiciary Committee Chairman Jerrold Nadler on December 10, 2019.
