House Helsinki Leaders Cohen and Wilson Introduce Bipartisan Resolution on the Consequences of Potential Russian Use of Weapons of Mass Destruction

Call on the President to declare the use of nuclear, chemical or biological weapons would represent crimes against humanity

WASHINGTON – Congressmen Steve Cohen (TN-09) and Joe Wilson (SC-02), the Co-Chairman and Ranking Member of the Commission on Security and Cooperation in Europe, better known as the Helsinki Commission, today introduced a resolution condemning any potential use of weapons of mass destruction by the Russian Federation and calling on President Biden to declare that their use would represent crimes against humanity.

The resolution notes that "Russian leadership has made numerous implied and overt threats regarding the potential use of nuclear, biological, or chemical weapons of mass destruction in connection with its barbaric war on Ukraine," and that their use would violate various treaties and conventions to which the Russian Federation is a signatory.

The resolution calls on President Biden to declare that the use of nuclear, chemical or biological weapons, including low-yield "tactical" nuclear weapons, or the targeting or neglect of nuclear power facilities leading to a nuclear "event" in its war in Ukraine, "would represent crimes against humanity."
