PACT - Prevent All Cigarette Trafficking

This bill prhobits the shipment to consumers of packages of tobacco products that weigh more than 10 pounds, changes other shipping requirements, and ensures shippers or sellers of tobacco register with the Justice Department to promote compliance with changed shipping techniques.
