The House passed the 21st Century Green High-Performing Public School Facilities Act (H.R. 3021), which provides funding to states and school districts to help ensure that school facilities and learning environments are safe, healthy, energy-efficient, environmentally friendly, and technologically advanced. The legislation includes more than $110 million in funding for physical improvement projects for Tennessee’s schools.
The National Institute of Neurological Disorders and Stroke, a division of HHS, granted the new award to Dr. Fu-Ming Zhou, an Assistant Professor in the Department of Pharmacology at the UT-HSC College of Medicine. Dr. Zhou’s research focuses on brain mechanisms with particular attention on neuropsychiatric disorders such as Parkinson’s disease, depression, schizophrenia, drug abuse, and attention deficit hyperactivity disorder (ADHD).
“I am grateful to the Department of Education for awarding these funds to the Memphis City Schools system to improve emergency preparedness operations for our children,” said Congressman Cohen. “Our schools have a strong record of crisis management that has been recognized by the Tennessee Department of Education, and these monies will help school officials improve on an already solid foundation.”
“Picturing America is a unique program that gives students the opportunity to learn about some of America’s greatest works of art,” said Congressman Cohen. “Additionally, it provides educators with the tools and materials necessary to open this world up to their students. By bringing great art into our schools and libraries, this innovative program offers Americans of all ages the opportunity to learn about our history in a fresh and engaging way.”

“Libel tourism threatens to undermine the principles of free speech because foreign courts often don’t place as difficult a burden on plaintiffs in libel cases,” said Congressman Cohen. “My bill would prohibit domestic courts from recognizing or enforcing foreign defamation judgments unless the domestic court finds that the foreign judgment comports with our First Amendment.”

Today’s legislation addresses a number of tax and energy concerns, including the extension of dozens of tax provisions and the creation of energy-related tax incentives. Some of the bill's provisions include:
“High gas prices have only highlighted the need for a real energy policy that moves us forward,” said Congressman Cohen. “This legislation makes the right investments in the renewable energy sources of the future, protects our environment and will help create hundreds of thousands of good-paying American jobs.”
The HUD-VASH Program is a partnership between the U.S. Department of Veterans Affairs (VA) and HUD which provides permanent housing subsidies and case management services to homeless veterans with mental and addictive disorders. HUD allocates rental subsidies from its Housing Choice Voucher program to the VA, which then distributes them to veterans who have been screened and approved by the VA to participate in the program.
