U.S. Representative Steve Cohen (D-TN) nominated the Memphis Public Library for the award. He said, “I take immense pride in the recognition of our own Memphis Public Library & Information Center for their outstanding service to the City of Memphis by the Institute of Museum and Library Services. IMLS ought to be commended for awarding their distinguished National Medal to our library system, and I offer my sincerest congratulations to the hardworking and dedicated staff of the Memphis Public Libraries. This honor is long overdue."

On November 5, 2007, the Reverend Dr. Benjamin L. Hooks, son of Memphis, received the Presidential Medal of Freedom, the nation's highest civilian honor. President Bush presented the award to Dr. Hooks at a ceremony at the White House.

On Wednesday, October 31, 2007, Congressman Cohen spoke on the floor of the House of Representatives about the accomplishments of the 110th Congress and the politicization of the Justice Department under the Bush administration.

Congressman Cohen expressed his firm support for the newbill, which will correct narrow interpretations of the ADA in a series of decisions by conservativefederal courts over the past few years. “These courts have held that things asbasic as liver function, thinking and communication are not ‘major lifeactivities,’ which excludes valid recipients from their rightful ADA benefits,” heexplained.

In the letter, Cohen wrote: “Such changes would have the effect of reducing meaningful competition among media outlets, decreasing coverage of local issues, offering fewer editorial perspectives, providing fewer and less diverse options for creative talent, homogenizing and eliminating radio formats, and eliminating airplay opportunities for recording artists.”

“Madam Speaker, the City of Memphis, Tennessee, has lost one of its finest citizens: Kenneth Whalum, Sr.” said Congressman Cohen during his statement. “He was a pastor, he was a two-time city councilman, he was a father, and he was a leader in our community.” On June 6, Congressman Cohen introduced a bill to rename the post office located at 555 South 3rd Street as the "Kenneth T. Whalum, Sr. Post Office Building" in honor of Mr. Whalum’s years of service as a postal worker.
